Illinois
¥ FHB 3409:Illinois Cosmetic Ingredient Ban Enacted-It bans certain chemical ingredient in
cosmetics sold in Illinois starting on July 1, 2028.
Colorado
¥ HB -26-1135 Transparence of Chemicals Used in Hair Products Enacted-It will require warning
labels on hair relaxers and synthetic hair pieces contain carcinogens and reproductive toxicantsLabels required by July 1, 2027.
Louisiana
¥ LA HB 930 Ð Registration of Cosmetic Products- requirement for registration of cosmetics was
removed. It also exempt cottage cosmetic facilities (home based facilities in a residence) from
permit requirements, fee and inspection requirements. But it does require cottage cosmetic
facilities to be registered to collect the applicable local sales and use taxes and requires them to
maintain a current sales tax certificate.
Maryland
¥ MD HB 1533 / MD SB 656-Two new billed signed establishing restrictions for cosmetic ingredients,
including lead, etc.
¥ Adopted New EPR Regulations (COMAR 26.04.14)- effective on May 25, 2026.
Rhode Island
¥ RI HB 7734 Ð Enacted bill to ban intentionally added PFAs beginning on January 1, 2027.

Australia
¥ Australian Industrial Chemicals Intro. Scheme (AICIS)-Now will require an Assessment Certificate
for Retinal for cosmetics and other consumer products.
